The Royal Institute Dictionary of B.E. 2542, as quoted by Thai Wikipedia, defines it as a small amulet used to fix the count of amulets made, one per hundred in the example. Because a batch yields far fewer counters than main pieces the trade prizes them, and because modern runs are counted by other means the practice has thinned out.
